PMEA Region IV

Region Band Procedures

I. MEMBERSHIP:

A. See Instrumentation Listing. Appendix A

B. Director participation: Director must participate in festival auditions in order for students to be eligible.

C. A student must participate in his/her own school organization in order to be eligible to participate in any PMEA or MENC festival.

D. A student must participate in the complete festival program commencing with registration and concluding with the final concert, except in the case of illness. If the student can not participate in the festival, it is the responsibility of the student?s director to contact the host in order that an alternate may be selected.

E. Each district host will be guaranteed at least one representative from a district participant.

F. Region Host Privilege(Courtesy Appointments).

1. The region host may include all of his/her district participants in the Region band.

2. Host privilege students will audition for chair placement and take the seat they?ve earned for the Region Festival, but may not advance to All-State band. Only those students who qualified for Region band are eligible to advance to All-State Band. Host Privilege students? scores will not be posted.2

G. Proper procedures for changing any Region IV procedures must be stated as such in the current list of Region IV procedures. Any proposed change in the Region procedures MUST be present at a Region meeting and must be approved by a two-thirds (2/3) majority vote of the members present.

II. AUDITIONS:

A. The festival may begin on Wednesday evening or Thursday morning at the discretion of the host.

B. Physical arrangements:

1. Judges will not face the student in the audition room.

2. Students will not communicate with the judges. The guide will communicate on their behalf.

3. A method of auditioning should be followed as to prevent players from telling those who have not auditioned what the selections are. Students waiting to audition will be kept isolated from those who have auditioned. Traffic flow to and from the audition rooms will be monitored to prevent the audition selection from being leaked to those waiting to audition.

4. Student and/or faculty runners will conduct auditioning students from the holding area to the audition room.

C. Audition Procedures:3

1. Students will audition in predetermined random order.

2. Students enter the room and locate their own folder.

3. Audition passages and performance order are identified by the Sergeant At Arms.

4. Students may warm-up in the audition room.

5. Students may stand or sit.

6. Students may communicate only to the Sergeant At Arms.

7. A student may opt to replay a passage a second time. Once a student has reached the midpoint of a passage, the restart will occur at the midpoint.

8. Students will not be permitted to practice or use audio devices while auditions are in progress.

9. Students will leave their folder in the room.

10. Students will return to the holding area or auditorium.

11. If a selection is duplicated from either district program, it will not be used for Region auditions.

12. A minimum of two selections with a total playing time of at least 90 seconds should be used for auditions.

13. Directors should inform the tryout committee at the directors meeting of any inequities in the music received. (e.g. poor copies, incorrect parts, etc....)

14. A Sergeant At Arms with the following duties will be assigned to each audition room.4

(a) Organize the section by audition number.

(b) Collect folders from all students and place them in audition rooms until auditions are over.

(c) Collect audition form as each student enters audition room and check for completeness.

(d) Usher student into room, announce student number, identify for the student, the beginning, midpoint, and end of each audition passage, and describe the audition performance order.

(e) The Sergeant At Arms will remain in the audition room during the audition to be available to the student for assistance and to communicate with the judges.

(f) On completion of auditions

(1) give all student audition forms to committee chairperson.

(2) return folders to students.

15. Judging forms used at Regional auditions will be those of the hosting district. Before each auditioning session the district host, or his/her representative, will conduct a complete explanation of the judging form and its categories. This session is to establish consensus of intent for each category and to ensure a consistent and equitable audition. A copy of each district?s audition form is attached. (Appendix C)

16. All ties for All-State chairs or alternates positions must be broken. The All-State scores will be used to break ties where possible. For instrumentation not using All-State scores, a second audition is necessary. These auditions will not be scored, but will be by a consensus vote of the auditioning committee.5

D. Audition Assignments:

1. Each committee will consist of a minimum of three judges with both districts represented on each committee. Four judges (two from each District) will be used if a sufficient number of judges are available.

2. The audition committee will choose a Sergeant at Arms from those directors assigned to the committee.

3. If possible, judges will not serve on audition committees of sections in which they have students from their schools, or in which they have students that they teach privately.

Percussion assignments will be made after chair placements are established and before the first rehearsal.

5. The Tally committee will have representatives of both districts.

III. ALL STATE SELECTION PROCEDURE:

A. Based on quotas adopted by the State Executive Council, Region IV will send:

The quota for these instruments will be filled from regular chair auditions.

B. In addition, the following instruments will be added:

1 Oboe

1 Bassoon

1 Alto Saxophone

1 Tenor Saxophone or 1 Baritone Saxophone

3 Cornets/Trumpets

2 French Horns

2 Trombones

1. One committee will audition all oboes, bassoons, and alto saxophones. The same music will be used for all auditions within each section. When no similar music occurs, the host will provide one selection from a first part?s folder marked "All-State Selection" and place copies in the other parts folders. This selection will be used for playoffs at the end of chair placement auditions and scored independently on a scale of 20 points, to be marked in the "sight-reading" box on the score sheets.

2. Only the top single chair in each section will have All-State scores considered for All-State selection. If a qualifying student is not eligible for All-State, the next student within that section will become eligible for consideration.7

3. Each of the following sections will be auditioned by one committee:

Cornet/Trumpet

French Horn

Trombone

Tenor Saxophone and Baritone Saxophone

(a) Each folder will contain one playoff selection from the first part. This selection will be marked "All-State Selection". This selection will be used for playoffs at the end of chair placement auditions and scored independently on a scale of 20 points, to be marked in the "sight-reading" box on the score sheets. (Example: all Cornets and Trumpets will receive one first Cornet part)

(b) Only the top two chairs in Cornet I, French Horn I, Trombone I, and the top single chair in the remaining parts will have playoff scores considered for All-State selection. If a qualifying student is not eligible for All-State, then the next student within the section will become eligible for All-State consideration.

3. Selection of All-State Tenor/Baritone Saxophone:8

(a) Each Tenor and Baritone Saxophone player will be prepared to perform a solo of their own choosing. Students will bring 2 copies of their solo which will be given to the Sergeant At Arms at the time of their audition.9

(b) After the chair placement audition, the first chair Tenor and Baritone Saxophone players will perform their prepared solos.

(c) This audition will not be scored. By consensus vote, the audition committee will:

(1) Recommend or not recommend a student for All-State consideration.

(2) If both students are recommended for All-State consideration, rank the students as first and second choice.

(d) Criteria for selection of the prepared solo:

(1) Performance duration should be from two to four minutes.

(2) Two contrasting styles should be demonstrated. (i.e. "Andante and Allegro"; Two Sonata movements; contrasting excerpts from a larger piece)

4. Grab Bag Instruments: Piccolo, Eb Clarinet, String Bass, Timpani, and Mallets10

(a) All students involved in the grab bag audition will be asked to bring a solo of their choice to the audition. Additionally, the student should provide 2 copies of the solo for the judges.

(b) Piccolo, Eb Clarinet, String Bass, Timpani, and Mallets will be auditioned by one committee. This audition will be scored independently on a scale of 20 points, to be marked in the "sight-reading" box on the score sheet. Scores from each instrument will be added immediately in the audition room.

(c) The top chair of each instrument group will remain to reaudition as soon as possible, with the same committee, for All-State ranking, by committee consensus, of 1,2,3,4,5,6. The second chair players will then remain to reaudition, in like manner, for rankings of 7,8,9,10.

(d) Students are required to declare their intentions for All-State Band prior to auditioning. If a first chair player is not eligible for All-State, because of a commitment to another All-State organization, then the second chair player is ranked among the first five students and dropped from the second round of auditions.

C. All-State alternate sequence:11

1. Alternates for instrumentation using All-State scores will be ranked by All-State scores from those chairs considered for All-State selection.

2. Alternates for instrumentation not using All-State scores will be determined by the chair placement within each section.

* Eb Sop. Clarinet player should have Bb sop. instrument, conductor may have only one player play at a time. If a district cannot furnish this player, the spot will be closed, not filled.

** 4 Eb Contralto Clarinet OR Bb Contrabass Clarinet. If there are no Eb Contrabass Clarinet parts, Bb parts will be sent to the students director who will transpose them.

E-flat/B-flat Contrabass Clarinet Procedure:

A. If either part is provided the other instrument will transpose. If no contrabass clarinet part is provided, all contrabass clarinet players will receive the bass clarinet part and the Eb player will transpose.

B. Eb/Bb Contrabass Clarinet will have one (1) uniform part regardless of the key of the instrument, which is clearly marked ALL-STATE. The ALL-STATE selection is NOT to be transposed. It will be played in the key as written!

C. Because of the new Region IV band rule regarding instrumentation for Contrabass Clarinet, District 9 will use 4 Contras at the District level to create uniformity between District 8 and 9.

*** These assignments are "prime" responsibilities. the host must make preliminary assignments within the section to suit the needs of the music to be performed.

Cornets/Trumpets: Each district?s policy regarding use of Cornet vs. Trumpet will be honored at the regional festival.

If a district can not supply its quota of any instrument, it may be added from the other district without being charged to their quota.

Appendix B

REGIONAL BAND HOST RESPONSIBILITIES

A. Provide each District Band Host (8 and 9) with Region Band folders. these must be received prior to Thursday of the respective District Festivals.

B. Instrumentation per District will be as listed in REGION IV BAND PROCEDURES, Appendix A. Also see All-State Performing Group Selection Procedures, Section A.

C. Follow procedures as listed in REGION IV BAND PROCEDURES, Section III, All-State Selection Procedure.

D. All baritone horn folders must contain both Bass and Treble clef parts.

E. All contrabass (alto) folders must contain both Eb and Bb parts. care must be taken to assure equality of parts for both audition and concert.

F. Prepare MASTER SHEETS and REGISTRATION SHEETS as indicated in APPENDIX I, Section B of District 8 Band Procedures.

Appendix C

JUDGING FORMS

ALL-STATE PERFORMING GROUP SELECTION PROCEDURES

(from the PMEA STATEWIDE REGIONAL FESTIVAL POLICIES: First Revision--July 1995)

All-State Performing Group Selection Procedure Adopted June 26, 1983

Chorus

Each Regional Festival will send the top four chairs in each section. Each region will provide 32 students for a total chorus of 192 voices.

Band

The instrumentation will total 144 players:

B) Each REGION will be guaranteed one of the six tenor sax/bari sax positions. On the first full day of the Regional Festival, immediately following completion of all auditions, each Region Chairman will rank the first chair tenor sax and bari sax players as #1 and #2. Selection of the All- State players will be made by the six Region Chairmen during a prearranged conference call.

C) Piccolo, Eb Soprano Clarinet, Timpani, Mallets, and two String Basses will be chosen in the following manner: On the first full day of the Regional Festival, immediately following the completion of all auditions, each Regional Chairman will rank these six players from that region. They will be ranked #1 through #6. It is recommended that each Regional Chairman be responsible for documenting the credentials of their six students. Selection of the six All-State players will be made by the Region Chairmen during a prearranged conference call that day. Each region will be given the opportunity to place a student in the stated instrumentation based on the strength of the Region Chairman's recommendation. (Section C is subject to reevaluation after one year.)

D) Any student who is not All-State caliber should not be recommended for the festival.

E) Placement of students on a specific part will be on a rotating schedule as follows:

Flutes: Each region will receive one (1) Flute I and one (1) flute II every year.

Oboe I Region I-III-V: 1992, 1994, 1996, 1998(EVEN)

Region II-IV-VI: 1993, 1995, 1997, 1999(ODD)

Bassoon I Region I-III-V: ODD YEARS

A) All Flutists must take a piccolo and prepare all piccolo music. They will be auditioned at the All-State Festival.

B) The Eastern Region tuba player will be determined prior to conference by the two Eastern Region Chairmen.

Student Eligibility: In consideration of the unique characteristics of each District, in order to insure a quality performing organization and educational experience for all students involved, PMEA gives authority to each District to determine the grade level eligibility for all District level events. Participation in regional and All-State events will be restricted to grades ten, eleven, and twelve.

The Selection Process: Following a regional festival audition, students eligible for an All-State performing group may accept or decline participation in that All-State performing group. those wishing to decline participation would be eligible for future selection in other All-State groups through upcoming regional festival auditions. Replacements for these students would be made by the Regional Chairman from audition results at that region festival. The decision of students to decline participation would be binding once a replacement has been secured.

Selection of "At Large" instruments for All-State Festival: These instrumentalists are considered as a group without quantitative criteria.

The following numerical rating system for selection of "at Large" instruments for All-State based on cumulative student scores.

Selection of Wind and Percussion Players for All-State Orchestra: Permission for flexibility in the selection of above players for State from Region is given to the state coordinator and host in instances when it is necessary to insure appropriate instrumentation. (Clarification of intent of motion: to avoid assigning the same students twice on certain year; players should be pooled from regional band if a qualifying player from orchestra is not available.)

Policy for Selecting All-State Piano Accompanists

Use the 1999 Revised Instruction/Application Form. All district and region choral hosts receive this material in August. The host selects an audition committee.

Policy for Selecting Harpists: District, Region-State, All-State

Use the new 1998 Harp Procedure/Application Form. District and regional orchestra hosts receive this material in September. All districts will be auditioned/rated by the districts first and then the top tape is sent on to the State Harp Judge for Region and All State ranking.
